YJ Draiman is the lead elected official for the Northridge East Neighborhood Council – NENC; he is also the liaison between the NENC and LADWP. As an Energy Efficiency Advocate YJ Draiman is known for his advancement in implementing Energy efficiency, Renewable energy and Water conservation in the Los Angeles Area. YJ Draiman is promoting his platform of Made in America to bring back to the city of Los Angeles a strong industrial base, increase employment, strengthen education and reduce government and implement fiscal responsibility.
YJ Draiman ran for Los Angeles City Council in 2009. He was sworn in as an elected member of NENC, Los Angeles in April 2010 and was re-elected in 2012. YJ Draiman brings to the NENC Office a unique combination of government, business and community leadership experience. He is also a member of The Northridge Vision Committee.
 
A recent ambitious goal by YJ Draiman is to create in Los Angeles an innovative renewable energy zone approach which will create tens of thousands of new jobs with billions in investments over the next 5-10 years.
YJ Draiman is a former Real Estate developer with over 20 year’s experience; he has worked extensively in gentrifying neighborhoods. YJ Draiman has vast experience in the deregulation of Utilities and implementing energy and water conservation. He is an Energy Efficiency expert for over 25 years as well as an Alternative Energy authority and a Telecommunications auditor. YJ Draiman has been working in the Energy and the Utility markets for over 20 years. In January 1996 he was asked to run for U.S. Senate, but he declined. YJ Draiman is currently working on his PHD in energy conservation.

YJ Draiman participated with the Utility Commission in protecting citizens from increased tariffs, where he championed projects offering opportunities for job creation, economic development, and social services for the less fortunate.

YJ Draiman lives in Northridge and is married to Miriam Draiman. They have two sons, David who is a professional singer with a popular rock band and Benjamin who is a clinical researcher as well as vocalist/musician.

Americans must wake up and take action to protect our liberty and way of life.

America must rejuvenate itself and become the huge industrial power it once was.

It starts by re-inventing the wheel and building manufacturing facilities in the United States that employ Americans who produce quality goods at a competitive price with space age technology and modernization.

Organized workforce and benefits has to be revamped to meet today’s economic conditions.

Government and its bureaucracy must be reduced and streamlined. Rules and regulations must be revamped to be conducive to business growth and development.

YJ Draiman welcomes an innovative renewable energy zone approach which will create 100,000+ new jobs over the next 10 years.

An ambitious project that will transform the way universities, business and industry collaborate, and establish Los Angeles as a world leader in the research, development and design of next generation renewable energy technology, was announced today, January 31, 2011.  Spearheaded by the Draiman economic development agency, Draiman Enterprise, and National Technology Renewable Energy Zone, will be established in the city of Los Angeles with the Universities of Southern California Technology Innovation Development at its heart.

A large parcel of land will be allocated to set up the renewable energy enterprise zone site, which will be within the boundaries of Los Angeles.  There will be an academic center which will be transformed into a center of excellence for academic research, commercialization and industry collaboration.

The renewable energy zone initiative, which would span further than the confines of the City of Los Angeles and include Southern California, is expected to create 100,000 + new jobs over the next 10 years and give a boost to the Los Angeles economy through further industry academia collaboration and inward investment.

When the
need arises we will establish facilities within the existing Zone that offer temporary accommodation for prospective tenants until construction of the research center is complete or, if required, a purpose-built industry engagement building is created within the Zone.

                                 13166

                   IMPROVING ACCESS TO SERVICES FOR
                 PERSONS WITH LIMITED ENGLISH PROFICIENCY


      By the authority vested in me as President by the Constitution and
the laws of the United States of America, and to improve access to
federally conducted and federally assisted programs and activities for
persons who, as a result of national origin, are limited in their
English proficiency (LEP), it is hereby ordered as follows:

      Section 1. Goals.

      The Federal Government provides and funds an array of services that
can be made accessible to otherwise eligible persons who are not
proficient in the English language. The Federal Government is
committed to improving the accessibility of these services to eligible
LEP persons, a goal that reinforces its equally important commitment to
promoting programs and activities designed to help individuals learn
English. To this end, each Federal agency shall examine the services
it provides and develop and implement a system by which LEP persons can
meaningfully access those services consistent with, and without unduly
burdening, the fundamental mission of the agency. Each Federal agency
shall also work to ensure that recipients of Federal financial
assistance (recipients) provide meaningful access to their LEP
applicants and beneficiaries. To assist the agencies with this
endeavor, the Department of Justice has today issued a general
guidance document (LEP Guidance), which sets forth the compliance
standards that recipients must follow to ensure that the programs and
activities they normally provide in English are accessible to LEP
persons and thus do not discriminate on the basis of national origin
in violation of title VI of the Civil Rights Act of 1964, as amended,
and its implementing regulations. As described in the LEP Guidance,
recipients must take reasonable steps to ensure meaningful access to
their programs and activities by LEP persons.

      Sec. 2. Federally Conducted Programs and Activities.

      Each Federal agency shall prepare a plan to improve access to its
federally conducted programs and activities by eligible LEP persons.
Each plan shall be consistent with the standards set forth in the LEP
Guidance, and shall include the steps the agency will take to ensure
that eligible LEP persons can meaningfully access the agency's programs
and activities. Agencies shall develop and begin to implement these
plans within 120 days of the date of this order, and shall send copies
of their plans to the Department of Justice, which shall serve as the
central repository of the agencies' plans.

      Sec. 3. Federally Assisted Programs and Activities.

      Each agency providing Federal financial assistance shall draft
title VI guidance specifically tailored to its recipients that is
consistent with the LEP Guidance issued by the Department of Justice.
This agency-specific guidance shall detail how the general standards
established in the LEP Guidance will be applied to the agency's
recipients. The agency-specific guidance shall take into account the
types of services provided by the recipients, the individuals
served by the recipients, and other factors set out in the LEP Guidance.
Agencies that already have developed title VI guidance that the
Department of Justice determines is consistent with the LEP Guidance
shall examine their existing guidance, as well as their programs and
activities, to determine if additional guidance is necessary to comply
with this order. The Department of Justice shall consult with the
agencies in creating their guidance and, within 120 days of the date
of this order, each agency shall submit its specific guidance to the
Department of Justice for review and approval. Following approval by
the Department of Justice, each agency shall publish its guidance
document in the Federal Register for public comment.

      Sec. 4. Consultations.

      In carrying out this order, agencies shall ensure that
stakeholders, such as LEP persons and their representative
organizations, recipients, and other appropriate individuals or
entities, have an adequate opportunity to provide input. Agencies will
evaluate the particular needs of the LEP persons they and their
recipients serve and the burdens of compliance on the agency and its
recipients. This input from stakeholders will assist the agencies in
developing an approach to ensuring meaningful access by LEP persons
that is practical and effective, fiscally responsible, responsive to
the particular circumstances of each agency, and can be readily
implemented.

      Sec. 5. Judicial Review.

      This order is intended only to improve the internal management of
the executive branch and does not create any right or benefit,
substantive or procedural, enforceable at law or equity by a party
against the United States, its agencies, its officers or employees, or
any person.

This paper reviews the history of the English literacy requirement
as a component in the naturalization of aliens within the United States. Surprisingly, such a requirement  has existed in statutory form for less than 100 years, having first been enacted in 1906.
Currently, federal law (8 U.S.C. Section 1423) provides that:
(a) No person except as otherwise provided in this subchapter shall hereafter be naturalized as a citizen of the United States upon his own application who cannot demonstrate — an understanding of the English language, including an ability to read, write, and speak words in ordinary usage in the English language:

Extremist Moslem influence is increasing on a daily basis.
Unless the world unites to defend their rights, freedom and democracy. We see a diminished capacity to express ourselves and defend our freedom and our rights as free citizens of the world.

We must unite to resist the influence and domination of Moslem extremists. Moslem extremists should be exterminated from the face of the earth; they preach hate and destruction of anyone who is not a Moslem. They utilize threats and terrorism to advance their goals.
World wake up the Moslem extremist domination is progressing with little resistance.

Any leader religious or otherwise preaching terrorism, hate, destruction, annihilation of other human beings – should be erased from the face of the earth ASAP.

People should note that the majority of conflicts through the world involve Muslims.

Life is too precious, people should learn to live with each other and respect every individual’s belief – not promoting violence, death and destruction.

No responsible leader shall state that he will destroy a country or a nation and its people.
Hate breeds hate.
In a shrinking Global economy, people of the world should and must learn to live in harmony.
Every one is entitled to practice their religion and beliefs without interfering with others and/or enforcing their beliefs and customs.
Everyone should be treated with respect and dignity.
It is time for everyone to open their eyes and realize that conflict and hate will only advance world destruction and the abomination of humanity.
I believe that Coexistence means peace and harmony. If we do not achieve peace and harmony soon, we will all perish. It is up to us to change the world and bring peace and harmony to all people."

Science must be learned; it cannot be conquered. An army that can occupy knowledge has yet to be built. And that is why armies of occupation are a thing of the past. Indeed, even for defensive purposes, a country cannot rely on its army alone. Territorial frontiers are no obstacle to ballistic missiles, and no weapon can shield from a nuclear device. Today, therefore the battle for survival must be based on political wisdom and moral vision no less than on military might.
Countries used to divide the world into their friends and foes. No longer. The foes now are universal - poverty, famine, religious radicalization, desertification, drugs, proliferation of nuclear weapons, ecological devastation. They threaten all nations, just as science and information are the potential friends of all nations.
Classical diplomacy and strategy were aimed at identifying enemies and confronting them. Now they have to identify dangers, global or local, and tackle them before they become disasters.
As we part a world of enemies, we enter a world of dangers. And if future wars break out, they will probably be wars of protest, of the weak against the strong, and not wars of occupation, of the strong against the weak.

President Obama should concentrate on the home front.


President Obama should concentrate on the home front.

We have unemployment, trillions in deficit, inflation, foreclosures, and businesses closing down, loss of revenues due to over 20% unemployment - counting every one who is unemployed.
The pension costs are increasing dramatically eating revenues needed for other basic core services.
We must change the mindset of Americans - to buy Made in America.
We can produce better quality products at a very competitive price.
It is time to invigorate American manufacturing industry.
It is time to tighten the belt, reduce government, and increase American production and services.
Public confidence in the integrity of the Government is indispensable to faith in democracy; and when we lose faith in the system, we have lost faith in everything we fight and spend for.

Israel is not an occupying force - Israel has regained its own land

Contrary to world popular opinion, Israel is not an occupying force, extending its domain by annexing the land of her neighbors and maintaining an occupation force on somebody else's land by using brute military force to ensure her expansionist policies. Rather, Israel has acquired the land that is the subject of dispute by repulsing the invading armies of her neighbors. The framework of the Madrid Peace Conference/Process has been a work-in-progress revealing the Israeli attempt to comply with United Nations Resolutions to withdraw from the disputed territory, granted that she can be guaranteed future national Security. In the past 63 years, Israel has been assaulted three times (1948, 1956, and 1967) by her Arab neighbors when she never occupied a single inch of the land in question. Furthermore, by winning a war against aggressor nations, Israel has also won the legitimate right to annex the territory in dispute. I have never heard anybody discuss what would have happened if Israel lost any of those wars. Would the UN have held a conference to discuss the extermination of Israel, and erected a monument over their grave or something? Nevertheless, Israel has been a willing participant in the “land-for-peace” formula that is the basis of the Middle East Peace Process. This demonstrates the legitimate Israeli desire for peace and that Israel is willing to concede to give the disputed territory away, if it goes to a peaceful neighbor.

You cannot make peace with an entity that is not even willing to recognize you.
